Presentation from ESC 10: Sandye Cox (March 2021)Policies and resources appear below to help you learn more about the two CCMR indicators that are options for students who receive special education services.

Policies

  • According to the 2021 accountability manual, a student who received special education services AND received a graduation type code of 04, 05, 54, or 55 would qualify for the “Graduate with Completed Individualized Education Program (IEP) and Workforce Readiness” CCMR indicator.

  • Beginning with 2020 graduates (reflected in 2021 accountability), students who receive special education services will be more likely to qualify for the “Graduate Under an Advanced Diploma Plan” CCMR indicator because of recent updates to Texas Education Code §28.025 (c-7) and 19 Texas Administrative Code 89.1070(c). These changes to Texas statute and rule allow students who receive special education services to earn an endorsement if they successfully complete—with or without modifications—the curriculum requirements for the Foundation High School Program and the curriculum requirements for the endorsement, if the following conditions are met:

    • If the curriculum was modified, the student’s ARD committee must determine that the modified curriculum was sufficiently rigorous, AND

    • The student must pass the required end-of-course assessments OR the student’s ARD committee must determine that passing those assessments is not necessary.

  • View the table below that describes how these policies are implemented.
