Graduate Under an advanced diploma plan (not degree)

Policies

  • According to the proposed 2021 accountability manual, a student who received special education services AND receives a graduation type code of 04, 05, 54, or 55 will qualify for the “Graduate with Completed Individualized Education Program (IEP) and Workforce Readiness” CCMR indicator.

  • Beginning with 2020 graduates (reflected in 2021 accountability), students who receive special education services will be more likely to qualify for the “Graduate Under an Advanced Diploma Plan” CCMR indicator because of recent updates to Texas Education Code §28.025 (c-7) and 19 Texas Administrative Code 89.1070(c). These changes to Texas statute and rule allow students who receive special education services:

    • To earn an endorsement if they successfully complete—with or without modifications—the curriculum requirements for the Foundation High School Program and the curriculum requirements for the endorsement.

    • If the curriculum was modified, the student’s ARD committee must determine the modified curriculum was sufficiently rigorous AND the student passed the required end-of-course assessments OR the student’s ARD committee determined that was not necessary).

  • Texas Education Code §28.025 (c-7) and 19 Texas Administrative Code 89.1070 (c): Allows a student who receives special education services to earn an endorsement if s/he successfully completes--with or without modification--the curriculum requirements for the Foundation High School Program and the curriculum requirements for the endorsement. In addition:

    • If the curriculum was modified, the student’s ARD committee must determine if the modified curriculum was sufficiently rigorous.

    • The student must pass the required end-of-course assessments unless the student’s ARD committee determines that is not necessary.
